In Harry Potter and the Half-Blood Prince film, why does everyone raise their wands...?

i thought it made the movie slightly cheesy when they did that in my opinion. I thought the movie was great but it was just dumb to me when they all lifter their wands and all of a sudden a dark cloudy day becomes bright and shiny
