Reinstalled xp on one pc and only getting 20mbps now not 50mbps as i was before?

I have reinstalled xp on one pc and am now getting limited bandwidth, the test keeps just over 20mbps when the other pc is nearing 50mbps, had this problem before cant remember how it was solved.I have run TCP optimiser and still the same bandwidth, please help.
