Axel: nobody or somebody?

The character Axel, in the kingdom hearts series, is in the organization XIII. Then does that mean that he's a nobody? in the way and order the story goes, and the way he arrived and the way he died doesn't seem to make sense. and if nobodies and heartless don't have hearts, then howcome he felt touched and roxas ws his best friend? he couldn't feel emotion. But even though i don't know if he really is a nobody or a somebody. so people tell me. is he a nobody or a somebody. if he is a nobody, then who is his somebody? just like roxas is sora's nobody. so what about axel and all the other members of the organization XIII?
